South Placer Justice Center

Project Overview
Following the county’s rapid growth, the Board of Supervisors initiated the planning of the 110,000 sf South Placer Justice Center, including a 200 car parking lot. The Justice Center provides a range of justice and law enforcement services for county residents, including family, civil, criminal, and traffic-related hearings. This project was one of four template buildings used to develop the state standard for all new AOC facilities. The new South Placer Justice Center includes basement holding cells and 4 intermediate holding cell pods situated between the courtrooms on levels 1 & 2. South Placer County chose TEECOM to design the telecommunications, security, and audiovisual systems for its new 9 courtroom justice center.

TEECOM’s Contribution
TEECOM’s engineering responsibilities included public screening, integrated access control, video surveillance and duress systems for the courts to maintain secure-corridor private circulation. In addition, TEECOM designed the inmate circulation control system with touch screen interface to control sallyports, cell locks, cell MEP controls, intercom queuing, video call-up and remote elevator circulation into the courts. Sheriffs utilized the system from a primary and secondary operations center. In addition to system programming, TEECOM provided assistance with the selection of security devices as well as recommendations for appropriate placement.

Behind The Walls
The security system design was designed for three distinct circulation groups – public, secure, and in-custody – each with its own level of access with the AOC standards. This detailed process, managed by TEECOM, included touring jail facilities with the Sheriffs department to witness operations in process and likes and dislikes of the system reported by their peers, screen shots of the developed overlays as the contractor created them for review and comment, a narrative illustrating a step-by-step system response from every touch control button, factory demonstration, and finally a 1 month burn in period prior to occupancy that allowed the users to circulate live inmates and report on issues for correction.
